Air pressure within chamber will decrease, not increse, because its volume increased after pulling out the syringe.
Pulling out the plunge will increase the volume of air in the vaccum chamber, which then causes decreased pressure of air according to Boyle's Law. When the pressure is smaller than that in the vessel, blood will be draw from the needle into the chamber, to make the volume within the chamber to get back to balance.
